To address the need for more affordable rental housing on Orcas, OPAL signed a purchase and sale agreement to acquire nearly four acres on North Beach Road – across from Children’s House and north of the orchard – to build approximately 45 affordable rental residences. An Orcas Island Community Loan Fund is being incubated as a program of OPAL. The idea is to continue a local tradition of matching individuals who wish to lend money with individuals who wish to borrow by providing a nonprofit intermediary with the skills to underwrite borrowers and provide technical assistance so that borrowers will be successful.

In recent years about 15% of Orcas Island’s 3,100 households have contributed to help OPAL implement programs to provide permanently affordable housing.
